Procurement of IT outsourcing

The Swedish Environmental Protection Agency is a government authority for environmental issues that works on assignments from the Swedish government within Sweden, the EU and abroad.

It works to achieve the generational goals of the environmental work and the environmental quality goals set by the Riksdag (Swedish government). The Swedish Environmental Protection Agency proposes measures to develop this environmental work where necessary. The organisation had an outdated and somewhat unstable IT environment that required a great deal of resources to maintain.

The strategic approach used by the Swedish Environmental Protection Agency was to procure service-based IT with a few suppliers and a high level of service. The organisation started to be the client rather than the administrator of technical deliveries. It was also important for the supplier to understand that adaptations needed to be made to reflect the needs and strategy of the organisation. Helped by Softronic, the Swedish Environmental Protection Agency carried out an order as part of the Swedish Legal, Financial and Administrative Services Agency’s framework agreement for its overall operations.

Softronic provided a lot of support in the work surrounding the requirements, for example, by analysing the current technical delivery and carrying out a preliminary study that resulted in the data used for the order. Softronic helped the Swedish Environmental Protection Agency by providing competence and experience throughout the process; from agreement negotiations to integration into the operations and the implementation. As a result of the strong partnership, the Swedish Environmental Protection Agency also commissioned Softronic to run the takeover and migration project in its move to the new supplier. During the implementation, several service deliveries and the localisation of both systems and staff were established.
